Research question: what should a buyer measure before turning an incoming-work queue into a staffing requirement? The relevant unit is not a vague daily average. It is an item arriving in a defined period, with a known work type, handling path, exception probability, and required completion window. The second group can consume more review capacity even when the count is smaller. The operating owner should decide whether a recurring rework category belongs in training, a clearer source record, or a narrower scope.
Interpretation must stay bounded. Four weeks can describe recent flow; it cannot prove seasonal demand, long-run productivity, or the correct number of people for every future period. A single queue can also contain different risk classes, and combining them can reward fast handling of low-risk work while serious items age. Use cohorts by category, channel, and deadline. Compare the first week with later weeks only after checking whether definitions changed. For a new Philippines role, start with a low-risk sample and a named reviewer, then compare forecast assumptions with observed work at the end of two weeks. The practical conclusion is that arrival research should produce a transparent operating brief rather than a confident headcount claim. It should show normal volume and the tail separately, with a decision owner for any mismatch.
