Summarize state and consequence
For each item, state what is done, what is waiting, the impact, and the next promised point. Links without status are not a handoff.
Name the decision boundary
Show which step is routine and which needs the manager. Temporary coverage should not silently inherit authority.
Confirm acceptance
The receiving owner should acknowledge the queue, identify unclear items, and return questions while context is available.
